Buyers sometimes spend hours comparing golf courses, HOA fees, floor plans, and amenity packages before realizing none of it matters until they answer this first:
Is every full-time resident in your household 55 years of age or older?
If yes, both communities are available to you and the rest of this comparison applies. If any full-time resident is under 55, the answer is Calesa Township. On Top of the World is an age-qualified community under federal housing-for-older-persons law, and the age requirement is not a guideline or a preference – it is a legal condition of residency.
It is worth being precise about what "55+" means in practice. At least one resident per household must be 55 or older. A resident who is 54 – including a spouse or partner – cannot be a primary resident at OTOW. Visiting family members and guests follow the community's own guest policy. The important word is primary resident. If anyone in the household will live there full-time and is not yet 55, OTOW is not the right community at this time.

On Top of the World – what it is
OTOW is one of the largest active-adult communities in the United States – more than 8,600 homes, more than 15,000 residents, and a community that has been developing since 1984. The new construction side of OTOW includes two distinct neighborhoods: Longleaf Ridge and Balfour/Candler Hills, each with its own HOA structure and home series. Both connect to the same vast shared amenity campus.
What OTOW delivers for 55+ buyers
Three golf courses
On-site golf is a major quality-of-life factor for many OTOW residents. No other Colen Built community offers it.
Recreation Center and Arbor campus
Fitness facilities, pools, activity spaces, and event venues on a scale that supports a community of 15,000 residents.

The social infrastructure at OTOW is what most residents cite as the real value. The depth of organized activity is uncommon even among large 55+ communities.
The Lodge – Balfour only
Exclusive to Balfour and Candler Hills residents: a private pool, ballroom, firepit, and outdoor grill area not shared with the broader OTOW community.
Calesa Township – what it is
Calesa Township is Colen Built's all-ages new construction community in SW Ocala. It is built for buyers who either are under 55 or simply want to live in a community where age is not a factor. Calesa is still actively developing – meaning buyers today are purchasing into a community whose full character and amenity set is still taking shape. The Nest Town Center, expected in 2027, will add significant retail and dining infrastructure that does not yet exist on-site.
What Calesa delivers for all-ages buyers
Ina A. Colen Academy – K–8 on-site
A charter school inside the community boundaries. For families with school-age children, this is a singular feature not found at any other Colen Built community.
FAST Aquatic Center
On-site aquatic facility for competitive and recreational swimming. A major anchor for younger and athletic residents.
Adventure Park
A pump track and skate park give Calesa an active outdoor energy that OTOW does not pursue. Right-sized for younger residents and active families.
The Nest Town Center – 2027
When complete, The Nest will bring restaurant hubs, pickleball courts, sand volleyball, a dog park, and an amphitheater to the community. Buyers today are buying into a community with significant upside still ahead.
If you are 55+ and choosing between them
You qualify for both. Here is how to think about it.
The practical question becomes lifestyle, not eligibility. Ask yourself which of these matters more:
- Golf, organized clubs, and a decades-deep social culture: On Top of the World. The 175-plus clubs and three golf courses represent a social infrastructure that Calesa simply does not have yet.
- A newer, quieter community with room to grow: Calesa Township. Buying into a community in development can mean better pricing, newer infrastructure, and the upside of The Nest as it opens.
- Zero-maintenance living: Longleaf Ridge at OTOW, where the $496.63 HOA covers internet, trash, lawn, and exterior maintenance.
- Being around younger neighbors and families: Calesa. No age restriction means genuine community diversity across generations.
- The most premium 55+ address in the area: Balfour at OTOW, with The Lodge and the larger home series.
If you are under 55
Calesa Township is your community.
On Top of the World is not available to you as a primary residence if any full-time member of your household is under 55. Calesa Township is the right Colen Built option for buyers who are not yet 55, for families with children, and for anyone who wants a new construction home in SW Ocala without an age requirement.
